Our Executive Staff
Patrina Lawrence, MSW, LCSW is the Co-Founder of Serving Children and Reaching Families, LLC (SCARF). For over two decades, this licensed clinical social worker has made significant contributions to the field of children services in the District of Columbia, Maryland and Florida. Ms. Patrina Lawrence received her master of social work degree from Howard University, where she was one of two top students to spearhead the university’s federal grant on effective treatment models for batterers of domestic violence.
Among her many acclamations, she is most proud of her recognition for successfully reunifying the most children to their birth families, while working at a therapeutic foster care agency. Her life’s moto is, “where much is given, much is required.”
Maria Lawrence, MBA, MCITP is the Co-Founder of Serving Children and Reaching Families, LLC (SCARF). Ms. Lawrence has the responsibility of upholding strong financial management and fiscal accountability as well as providing leadership and vision for SCARF. Her day-to-day management efforts ensure that SCARF effectively accomplish its mission to give at-risk children and families the opportunity to reach their full potential.
Before Co-Founding SCARF, Ms. Lawrence served as Information Systems Supervisor for Devereux, the largest Mental Health Organization in the United States. Ms. Lawrence also held significant roles at Jacobs Engineering and several Wall Street based organizations.
Jessika Musawwir, BA, is the Acting Chief Operating Officer at Serving Children and Reaching Families, LLC (SCARF). With a strong background in behavioral health and community outreach, Jessika has dedicated her career to building systems that improve access, quality, and equity in care for vulnerable children and families across Florida.
Prior to stepping into the COO role, Jessika led SCARF’s outreach and referral strategy, playing a key role in expanding access to therapy and targeted case-management services in underserved communities. Her work is rooted in a passion for operational excellence and culturally responsive care, ensuring that every client receives timely, compassionate, and effective support.
Jessika earned her Bachelor of Arts from Florida Southern College in 2015. She is a two-time recipient of the Dr. Phillips Award for Mental Health Assessor of the Year serves on the regional Opioid Task Force, and partners with Florida’s Department of Juvenile Justice to deliver Facts Your Future presentations statewide—a prevention initiative focused on substance use, decision-making, and youth empowerment. These efforts underscore her commitment to prevention, partnership, and measurable impact.
Dr. Riaz Rahman is the Medical Director at Serving Children and Reaching Families, LLC (SCARF), where he has been a dedicated leader and clinician for the past four years. Board certified in both Internal Medicine and Psychiatry, Dr. Rahman brings over 24 years of experience providing compassionate, evidence-based care across the full spectrum of physical and mental health.
Dr. Rahman specializes in treating individuals of all ages and backgrounds, with expertise in managing complex conditions such as anxiety, depression, schizophrenia, substance use disorders, post-traumatic stress disorder (PTSD), personality disorders, and gender identity concerns. His integrative approach reflects a deep understanding of the interconnected nature of mental and physical health.
Under his medical leadership, SCARF has continued to expand access to high-quality behavioral health services for vulnerable children, adolescents, and families in several counties in Florida. Dr. Rahman is recognized for his clinical insight, calm demeanor, and unwavering commitment to patient-centered care.
